Scenario · Coordination & Workload

Air Traffic Controller scenario

Manage the flow, hold the course

Welcome to the control room. Participants take charge of a sector of airspace. Traffic builds up, the weather deteriorates, requests come from all sides — and every radio instruction must be right first time.

Just like your organisation during a peak in activity, the team must sequence flows, coordinate handovers between positions and constantly arbitrate between safety, punctuality and workload. Nobody sees everything: success depends on the quality of the exchanges.

Ideal for: operational teams, customer service, logistics, supply chain, front-line managers.

  • ⏱ 90–120 min
  • 👥 10–25 participants
  • All levels
  • Coordination & Workload

Session timeline

  • 0–15 min Briefing & taking position — sector, phraseology rules, control positions.
  • 15–35 min Phase 1 — Build-up — traffic doubles, frequencies saturate. Who delegates? Who withdraws?
  • 35–55 min Phase 2 — Degradation — a storm over the area, a runway closes: the initial plan no longer holds.
  • 55–70 min Phase 3 — Emergency — a crew declares a problem on board: prioritise without losing the rest of the traffic.
  • 70–120 min Debriefing — workload, communication, coordination, transfer to daily work.

Roles

Supervisor

Overall view, arbitration, workload distribution.

Approach

Sequencing and spacing arrivals.

Tower

Runways, take-offs, landings.

Coordination

Handovers with neighbouring sectors.

Each participant has their own role, information and responsibilities: nobody watches from the sidelines.

🎯

Learning objectives

By the end of the session, participants will be able to:

  • use standardised communication (phraseology, read-back, closed loop);
  • spot signs of overload in themselves and others, and redistribute the workload;
  • coordinate interfaces between several interdependent teams;
  • maintain a shared picture of the situation in a continuous flow;
  • prioritise an emergency without disrupting the rest of the activity.

👁️

What we observe

  • The quality and brevity of radio messages
  • Gaps in handovers between positions
  • The moment the team tips into overload
  • The ability to ask for and offer help
  • The supervisor: steering or doing it themselves?

🔍

Debriefing focus

  • Stress / performance curve: finding your tipping point
  • Mental workload and delegation
  • Interfaces between departments: where information gets lost
  • Standardise to free up attention
